How much traffic do we need before testing is worthwhile?

Enough for a result to mean something — below a few hundred conversions a month, formal A/B testing mostly produces noise. At lower volumes we improve the page from established practice and qualitative feedback instead.

Can't we just use our homepage?

You can, and it's the most common reason paid campaigns underperform. A homepage serves every visitor; a landing page serves the one who just clicked a specific promise.
